Paying for a checked bag a la carte is more expensive, so the upgrade is a no brainer.

They probably expect that 1) most flights won’t be full, so the 4 extra seats wouldn’t be worth removing all of the Nicer seats and 2) If a flight was full, odds of them selling more than 8 Nicer seats is pretty good.

Finally, those 4 extra seats also add extra weight. Upgrading people to Nicer for free has no real cost to Breeze, but having 4 extra seats on every flight without 109-112 passengers has a real cost to it.
